O quadro normativo aplicável à avaliação da qualidade e à acreditação do ensino superior, abrange, para além do conjunto dos diplomas legislativos aplicáveis à matéria, os regulamentos entretanto aprovados e publicados pelo Conselho de Administração da A3ES respeitantes, designadamente, aos procedimentos de avaliação e acreditação, às taxas e aos prazos de apresentação dos pedidos de acreditação.

Alberto Amaral is a professor at the University of Porto and a researcher at CIPES. He was the rector of Porto University from 1985 to 1998. At present he is the chair of the administration council of the Portuguese Assessment and Accreditation Agency for Higher Education.
Guy Neave holds a doctorate in French Political History from UC London. One-time Professor of Comparative Education at the University of London Institute of Education (1985 – 1990), he is also Professor Emeritus of CHEPS (Netherlands). In 1999 he was elected Foreign Associate of the US National Academy of Education. At present, he is the scientific director of CIPES.
Don F. Westerheijden has worked at the Center for Higher Education Policy Studies (CHEPS) since 1988, where he co-ordinates research related to quality management. Current research interests include: institutional and systematic impacts quality assurance in Europe (e.g. the Bologna process), and student information systems and other rankings.
Fabrice Hénard joined IMHE in August 2007 as an Analyst. He is currently in charge of the review on Quality and Relevance of Teaching in Higher Education and also works on the Assessment of Higher Education Learning Outcomes (AHELO) feasibility study and the Managing Internationalization project.
Anthony McClaran, a graduate in English and American Literature from the University of Kent, worked at the universities of Warwick and Hull before joining the admissions service UCAS in 1995, where he served successively as Deputy Chief Executive and then Chief Executive. He was appointed as Chief Executive of QAA on 1 October 2009.
Colin Raban has held senior management positions at Sheffield Hallam University, Edge Hill and the University of Derby. In these positions he was variously responsible for academic development, quality management and the enhancement of academic practice. He initiated and led the English Funding Council project on 'Quality Risk Management' and he has published on both quality enhancement and risk-based approaches to quality assurance.
Murray Saunders is Co-Director of HERE (Higher Education Research and Evaluation Centre, Department of Educational Research, Lancaster University) and Chair of Evaluation in Education and Work, past president and Council member of the UK Evaluation Society, Board member and past President of the European Evaluation Society.
Bjørn Stensaker, a political scientist, is a Professor at Faculty of Educational Sciences, University of Oslo and a research professor at the Norwegian Institute for Studies in Research and Higher Education (NIFU). His research interests are related to studies of how the concept of quality is adapted in higher education, organizational change and studies of institutional management and management systems.
Judith S. Eaton is president of the Council for Higher Education Accreditation (CHEA), the largest institutional higher education membership organization in the United States. A national advocate and institutional voice for self-regulation of academic quality through accreditation, CHEA is an association of 3,000 degree-granting colleges and universities.
Maria José Lemaitre is a Sociologist from Universidad Católica de Chile, with post-graduate studies in Education. She is Executive Director of CINDA, Director of Instituto Internacional de Aseguramiento de la Calidad, president of the INQAAHE, and member of the Advisory Council for ANECA, Spain.
Maria J. Rosa is an Assistant Professor at the Department of Economics, Management and Industrial Engineering at the University of Aveiro. She is also a researcher at CIPES. Her main research topics are quality management and quality assessment in higher education institutions. She is a member of CHER and of the executive committee of EAIR.
Achim Hopbach is the President of the ENQA since September 2009, and also a member of the Bologna Follow-up Group; Achim is the Managing Director of the new Agency for Quality Assurance and Accreditation Austria and serves also as member of the Hong Kong Accreditation Council. In addition to quality assurance he works in the field of qualifications frameworks.
